The report identifies three factors that enables environment enables success within the CAADP framework.

• Policy and Institutional Environment - A healthy global and domestic political environment, dynamic institutional support and sensible funding initiatives directed at food an nutrition security will be definitive of positive CAADP progress.
• Official Development Assistance - As countries invest in a long-term agricultural strategy, they become less dependent on emergency food aid, and therefore more self-sufficient.
• Macroeconomic Governance and Performance - GDP growth, reduction in inflation and significant improvement of the debt-to-GDP ratio are each necessary factors for great country performance.

The analysis discusses which countries that have or have not met these criteria, and how and why they did.  A thorough evaluation of the CAADP planning, implementation and review of agricultural efforts also introduces trends related to welfare outcomes, meeting MDG1 goals and halving poverty and hunger.
