New ReSAKSS Working Paper Reviews Agricultural Public Spending in Africa

ReSAKSS Working Paper No. 28, “Public Spending for Agriculture in Africa,” finds that African countries are not sufficiently investing in agriculture.

Some countries, including Burkina Faso, Ethiopia, Ghana, Guinea, Niger, Senegal, Malawi, and Mali, have increased allocations to the sector, but overall, their budgetary allocations are lower than those of Asian countries where agriculture has experienced successful transformation through green revolution strategies. Using an alternative measure of agricultural expenditure as a percentage of agricultural GDP, the report finds that even more countries would fall into a category of low budget support to agriculture. The report concludes with suggestions for prioritizing agricultural spending.
