ABSTRACT
Africa has seen an increase in food insecurity in the wake of recent global crises, including the COVID-19 pandemic, the Russia-Ukraine war, and the resurgence of protectionist policies in key agrifood-supplying countries. At the same time, climate change is one of the most pressing global concerns of our time. Despite differences in climate change projections, there is consensus that tropical and semi-tropical production areas that are currently less resilient will suffer the most. Given its geography, Africa is disproportionately affected by climate change while contributing only minimally to global greenhouse gas emissions. However, it is crucial for African countries to adopt sustainable production practices and trade policies.
Within this context, the 2024 Africa Agriculture Trade Monitor (AATM) focuses on the trade and climate change nexus, including the impact of climate change on agricultural yields and thus on trade, and the relationship of trade with carbon emissions and water use. In addition, the chapters provide analysis of Africa’s fruit and vegetable value chains and the integration experience of the Economic Community of West African States (ECOWAS).
The report finds that intra-African agricultural trade has reached a new high of US$ 17 billion, finally surpassing its previous 2013 peak, which was reached after a tripling of growth the decade prior. This recent surge, despite the disruptions and aftereffects of COVID-19, must be further accelerated through additional policy and infrastructure support, as well as intra-regional trade facilitation. The report demonstrates that trade can potentially mitigate the environmental impacts of economic activities. For example, trade helps to move production from water-scarce countries to water-abundant ones. However, trade facilitation is needed to fully achieve that function, as virtual water trade in Africa currently occurs primarily between countries belonging to the same regional economic community.
