Abstract:



Translating the vision and goals of the 2014 Malabo Declaration into desired results, outcomes, and impact requires the mobilization, building, and strengthening of country level capacities for evidence-based planning, implementation, review, and dialogue. In light of efforts led by the African Union Commission and the NEPAD Agency to formulate evidence-based next generation national agricultural investment plans (NAIPs), the Panel will assess the current analytical and operational support and reflect on the necessary actions needed to effectively: (i) mobilize local expertise for the design of evidence-based and Malabo-compliant NAIPs and (ii) cover a critical mass of countries by the end of 2019.



About ReSAKSS:



Established in 2006 under the Comprehensive Africa Agriculture Development Programme (CAADP), the Regional Strategic Analysis and Knowledge Support System (ReSAKSS) supports efforts to promote evidence- and outcome-based policy planning and implementation. In particular, ReSAKSS provides data and related analytical and knowledge products to facilitate CAADP benchmarking, review, and mutual learning processes. ReSAKSS is facilitated by the International Food Policy Research Institute (IFPRI), in partnership with the African Union Commission (AUC), the NEPAD Planning and Coordinating Agency (NPCA), and leading regional economic communities (RECs). At the regional level, ReSAKSS is supported by three Africa-based CGIAR centers: the International Livestock Research Institute (ILRI) in Kenya, the International Water Management Institute (IWMI) in South Africa, and the International Institute of Tropical Agriculture (IITA) in Nigeria.
